Reamer was born December 25, 1884 in Columbia, South Carolina. She graduated from Winthrop University and then moved back to Columbia where she continued her education at the University of South Carolina.
During World War I, she served as a member of the first Red Cross class, the Women’s Committee of the State Council of Defense for Richland County, and the Liberty Loan Committee of South Carolina.
By 1923, Reamer had completed her J.D. and a MA before beginning doctoral work. She used her law degree to help African American families in the area on legal matters. Reamer also notably co-founded the Richland County Board of Public Welfare, the forerunner to the Department of Social Services.
